Growth Operations Manager (Fixed Term Contract, Maternity Cover)

The Role

PUBLIC is a digital transformation partner committed to helping the public sector turn innovative ideas into practical solutions. We're on the lookout for a strategically minded Growth Operations Manager to join our dynamic team. This role is available as a maternity cover position for a fixed-term period of 9-12 months.

As a key member of our team, reporting directly to our Chief Operating Officer and working alongside our Managing Director and Business Unit Leads, you will be entrusted with managing the operational elements of our business development processes to enhance our future project acquisitions. Your role will be instrumental in driving commercial development for PUBLIC.

Key responsibilities in this role:

Drive cross-company business development campaigns from ideation to execution, managing bids from initial analysis to winning contract signatures.

  • Lead the development of initial briefings of identified opportunities for weekly Growth meetings.
  • Manage proposal process, working with teams from the Business Units to produce and deliver high-quality, compliant proposals, often within tight deadlines.
  • Provide expert support for post-win contractual processes, ensuring smooth transitions from bidding to execution.
  • Identify and cultivate new business opportunities in collaboration with the Leadership team.
  • Own and manage the business development pipeline, providing real-time insights and data-driven reports to the MD & COO.
  • Implement and champion effective use of the company CRM tool for seamless tracking and optimisation of opportunities.
  • Work with Business Unit leads to identify pre-sales focus areas, and help to coordinate efforts to execute on pre-sales opportunity pursuit.

Lead growth knowledge and business development initiatives, fostering collaboration and information sharing across the team.

  • Develop and maintain a comprehensive database of bid materials for easy access and knowledge transfer.
  • Convene a Community of Practice, collaborating with Growth team members to create a culture of continuous learning and improvement.

Build and manage strategic framework relationships, supporting the Managing Director and Business Unit Leads in forging cross-business partnerships.

  • Proactively share new opportunities with the wider team, ensuring timely responses and clear communication.
  • Maintain and grow our list of strategic partnerships.


Skills Required

  • Minimum prior experience of 4 years in bid writing and business development, preferably in or with the public sector or at a management consulting organisation.
  • Excellent communication skills - proven track record of business writing & presentation skills.
  • Strong organisational and project management skills, with the ability to effectively prioritise workload.
  • Comfort with stakeholder management, relationship building, and influencing without authority.
  • Demonstrated ability to both collaborate effectively and work autonomously, and comfort being proactive and taking initiative.

This role is based in the United Kingdom, and as such starting employment will be conditional on the successful candidate’s Right to Work in the UK. For those otherwise eligible to obtain the Right to Work in the UK, we offer the facility to borrow up to £2,000 towards visa-related expenses.


Salary for this position will be £60,615.50 - £71,636.50 per annum depending on skills and experience. This position is a 9-12 month fixed term contract to provide coverage for an employee on maternity leave.
