Solita’s PUBLIC selected for UK Integrated Transport Digital Twin Evaluation

PUBLIC, part of Solita Group, has been selected alongside Technopolis and Steer to lead a four-year evaluation of the UK Department for Transport’s Integrated Transport Digital Twin Programme.

London and Helsinki, xx June, 2026 - The digital transformation company PUBLIC, part of Solita Group, has been selected as the lead supplier for this 4-year evaluation of one of the UK’s largest and most exciting transport technology projects, alongside Solita, Technopolis, and Steer

The UK Department for Transport (DfT) has launched an Integrated Transport Digital Twin (ITDT) Programme, consisting of a number of digital twin initiatives, with the aim of driving more collaborative and effective transport network management between central government, local authorities, and arm's length body partners.

A digital twin is a virtual model of an object, system or process connected to its real-world counterpart by a two-way, timely flow of data. This connection lets transport authorities test decisions before implementing them, providing a detailed understanding of how a decision might impact the real world running of transport services in a community.  The DfT’s ITDT Programme is aimed at leveraging data-driven approaches to transport network management, supported by AI to deliver improved outcomes in complex environments across the UK.

A key component in the success of this programme will be this comprehensive evaluation, delivered by PUBLIC and its partners. The aim of the evaluation is to provide the DfT with robust evidence to inform the ongoing implementation of the programme and demonstrate its outcomes and impacts.

This partnership brings together a combination of expertise spanning integrated transport systems, major digital transformation, data sharing, innovation, and evaluation. PUBLIC has established itself as one of the few firms globally to have a specialist Digital Evaluation practice, bringing specific expertise in mixed-methods evaluation for complex digital programmes for a number of UK government departments including MCHLG, DSIT, HMRC, DSIT, the Home office and others.

This contract award reflects the strength in partnership of PUBLIC’s Digital Evaluation expertise and Solita’s extensive experience in transport digitalisation.
